Why is jafar's face, from aladdin, 2 different colors?

Question: Why is jafar's face, from aladdin, 2 different colors?

If you notice in the movie, Jafar's face is very dark, and his neck and hands are pale. Why did they do this? Was it intentional? It just annoys me when I watch it.

It was intentional, and it was done to make him look even more dark and brooding and to put it simply, evil. Shows or darker colors are used often in cartoons to portray and point out the villains. And it is only his face because that is where they want people to look at. It's a visual trick of sorts. Make something different and it draws peoples attention - and I believe they did this for Jafar because he has so many subtle expressions (excellent artistry in my opinion), that they would be missed if the attention was elsewhere.

Pretty sure it's supposed to be a collar of some sort, like an exotic turtle neck...or something.
